Is this anotherEBay/PayPal scam??
OK- I have just sold an item on ebay (£400)
I stressed no PayPal, whatsoever – cash on collection, yet the purchaser has immediately paid via PayPal. The purchaser is a new ebayer with only one (+) feedback and lives nowhere near me to collect the item.
I will not proceed with the sale.
I want to refund the payment via PayPal.
What is the downside to return the money (using paypal -return money) Can I lose out somehow?

Don't take this the wrong way but I hate it when sellers apply "no Paypal" conditions on a listing. This is not fair on the buyer because they lose the protection that PayPal affords them. Sometimes buyers have funds in their Paypal account that they'd rather put towards the purchase.
If the item can be posted, post it to the eBay address and you'll be protected whatever happens. If it is for collection, just have your wits about you, ask for I.d and a receipt etc.
You can cancel the transaction but you run the risk of negative feedback from the buyer.

If you don't like sellers stating 'no paypal' - don't bid on the item. It is totally fair to both parties, if the item is not as described when you go to collect walk away. Regarding negative feedback:
I have a 331 positive ebay rating over 15 plus years and have never had a negative – but I couldn’t care less – the site is full of idiots and scammers and I rarely use it anymore. If you could rate the buyer (like before) it may get rid of all these idiots.

I agreeAs you’ve already sold, you should be able to get exchange contact numbers now without eBay blocking your messages.
New ebayers may be clueless about this option but cash protects me as the seller so that is all I will accept if they collect in person. I’ve refunded several payments and then been paid in cash in person with no problem - when explained everybodies fine with it.
Another option is printing the invoice out and getting them to sign on collection, take number plate photos etc - but cash is the safest for the seller as buyer could still claim faulty or misdescribed and get their PayPal payment back.
To all the people saying it will be fine, get a receipt etc, it won't! Ebay will only accept a tracked, signed for receipt. This is why collections must be paid for in cash or transfer.
Just to add, if it's his first purchase, it may be a mistake, but the rules are the same. If you get no contact, either refund or wait for them to contact you.

I agreeThat said, I allow buyers to finance their purchase whichever way they choose. If collecting, I ask for ID making sure it matches the PayPal ID. If in doubt, I'll phone PayPal before releasing the goods.
Sellers can do what they want but you cannot list an item for sale without accepting eBay's terms of offering PayPal as an option to pay. If a seller doesn't want to accept PayPal, sell on FB or Gumtree.
If he wants to pay with Paypal but collect it in person, then it is a scam or the person has made a mistake.
Contact buyer, tell them the score and either refund and ask them to collect or cancel the transaction all together.
With ebay, you often have to deal with lots of idiots, so if you assume this with every transaction it may help you resolve the situation without going insane.

I'm pretty shocked that you've been scammed once by a PayPal/Collection item and still allow people to use PayPal/Collection but think that ID will protect you. Ho hum. Your risk.
The bottom line I would say to everyone is: NO PAYPAL for collection items. Ever.
For those that don't know the scam, it's this:
I bid on an item or click Buy It Now.
I pay by PayPal using a hijacked account/stolen card.
I turned up to collect (and show you ID or sign a receipt or appear on video - whatever hoops you want). I now have your item.
A few days later PayPal reverse the funds on your account because I used a stolen card to pay for it,.
You open up a case and say that I collected, signed 1001 documents, you have me on video etc etc.
Paypal: No proof of posting and delivery signature - no refund. [Repeat] [Repeat] [Repeat]
