Bullied at school

Why is it so common to say of someone who behaves badly, who acts arrogant or entitled, 'they were probably bullied at school'?

In my experience arrogance and sense of entitlement was the hallmark of the bullies not the bullied.

It's just a weak attempt to belittle someone in authority when the hard of thinking have nothing else to offer. Stopped by the police, refused entry by a bouncer, issued a parking ticket. I find it quite cringeworthy when people use it.

Having said that, it definitely applies to a mate of mine
