I thought it might be a new form of iambic pentameter at first as it’s reminiscent of the meter seen in early forms of English poetry and in some of Shakespeare’s sonnets.

There are numerous examples of the beat consisting of an unstressed syllable followed by a stressed syllable, or a short syllable followed by a long syllable but it’s likely not intended that way by the writer.

I expect the chaotic nature of the verse structure and ever changing meter is designed to represent the chaotic nature of Cardi Bs mind.
