IMHO, it's the same as first saying, 'With respect' or 'With all due respect.'
You disagree with the author but both parties have the right to speak.

Agreed. It's a way of acknowledging that the original commentor has a valid outlook that you respect is his or her's to hold, but that you're offering your own differing opinion that you hope they respect.
It perhaps seems a rather prim offering to those people who read any opposing opinion as "You are WRONG. YOU MUST DIE!!!"

Actually as a very intelligent law lecturer told me - you are not entitled to an opinion until you have looked at both sides of the discussion. Otherwise you are simply repeating the opinion of another...........

Imho that’s not really the case.

An opinion doesn’t have to be based on anything at all. It’s just a view someone has of something. It might be based on considerable knowledge of a topic or on none whatsoever.

Our entire consciousness is really just a load of opinions or views on how we see the world.

Language did not stop evolving in 1948 and people have always used slang. When I was a child my parents forbade the use of OK as horrible slang.
