Kind of an odd question

I'm trying to contact somebody in France, however they don't seem to answer withheld calls or calls from international phone numbers.

Is there a service that lets me route my call through them and spits it out as a local number?

Send a jazz band to their house at 3am to deliver the message. That usually works, IME.

Make sure they have a fog machine for extra jazzyness.

In the days when I used to do work for housing associations I often found sending a text about why I was ringing would get them to respond.
(in my case It was repair requests on Aerial and Satellite systems, so the lack of telly for 24 hours would get them responding)

Simply drive to France and use the first phone box you happen across.

Is your phone set to withhold your number from the one you are calling?
That might be the reason.

A well-trained carrier pigeon sent from the UK should do it. If you don't have access to a well-trained carrier pigeon use a less well-trained one and sent it from Bolougne.

If you have their address contact a local courier company and get them to deliver a message.
They used to do it that way all the time; they were called telegrams

If you have the phone number. I assume you can get the address or already know it.
Just send a letter with your contact number on it. Either let them phone you or say you will phone them on a certain day. Just give the french postal service a couple of weeks.
