Budget? My son (now 6), has had pretty much dozens from around 14 quid upto 100 odd for the mega garage thingy. Start checking Amazon, in prior years you could pick up a lot of bargains.
At 6 though, its already a thing of the past. Now its PlayStation, Switch, Brushless RC cars and this years ask was Occulus Rift.

They have a ramp setup whicn you can race them. Thats really good. We have loads of track, lops etc but they never seem to be as good as the adverts- the track moves too much when the cars go own then.
Oh, about collecting them: if its for the children, they are toys

Hot Wheels Ultimate Garage is about 100quid on Amazon right now. Its a big set and plenty of things to whizz the cars through. The Cork Screw is also good, and we have a nother one that has a wind up booster than pushes the cars through a loop the loop.
The Garage gets the most play as it works well as a standalone, a lot of the others are either small or require you to link up a lot of track.

My son is 3.5y/o, has about 120 cars, 20m of track and a big loopy shark garage thing, loops, jumps etc.
Right now it gathers dust while he plays with toy dinosaurs and play doh all the time.
Depending on your house etc, my son had the most fun just doing really long runs and seeing which cars went furthest. Or could jump and land again... rather than using the set ‘features’ which are often a bit crap.
Ie, the loop set will only work with one or two special loop cars. So useless.
To get a normal car to run the loop it has to be huge, and needs 2m head to get enough speed.
Even then the large loop often wobbles so much cars don’t make it.
It’s all at its best with the basic kits and a nice wide range of cars in my opinion.

Just bought my 5yo the Hot Wheels Monster Truck Scorpion Sting Raceway for 35 quid off Amazon for Christmas. Arrived today, looks good and doesn't take up too much space. Caters with Monster Trucks as well as regular Hot Wheels cars, both of which he is massively into.

I pondered the same but ultimately decided it was a fair chunk of money on something that'd probably have a limited life span but I also figured the big "Ultimate Garage" would be the best bet. Some browsing would suggest they can be had "as new" from about £25 as people make space for Christmas...
That said,my little boy has just turned three and has about 100 Hot Wheels cars and he gets more use out of his £4.99 Ikea playmat / road thingy than he does any of the track based things he has. The current fascination is the three lengths of plastic guttering Grandad has gaffa taped together and fashioned a rudimentary track from... thus far it's kept him entertained for hours. Ditto my little boy.
