I think it depends on whether or not the seller is a business and is VAT registered.

It's nothing to do with Ebay, it's called 'Import duty'. Look it up.

Value added tax.
I.E. it's a tax calculated by it's value.
It doesn't matter how you term it on the forms, it's tax.

Do you really think they account for local VAT of 13% or charge UK VAT and pay the UK exchequer?

Normally tricks by less than savoury sellers.

Whilst they both can be described as taxes, import duty, tariffs and VAT are different forms of levies.

Not all products will be liable to all forms of levy.

It could well be UK VAT that eBay are collecting on purchases from foreign sellers. I think it came in last year. Same on Amazon too.

Yes I agree absolutely, the problem is the OP has opted to not give the full story, so any precision has gone out the window and generalisations have taken their place.

No doubt he was posting from a mobile phone too winkgetmecoat

This. Under the £135.00 threshold the VAT is to be collected at source.

Aliexpress now add 20% tax at checkout since Brexit. I assume eBay add it to the price shown?

There's some sort of convention where the seller can predetermine the duty, so you pay him, been in place for years, but probably not applicable before Brexit. Ive used it a lot when buying from the USa and shipping to Asia
I believe you can override it and pay when the parcel is delivered. I've never done that because the pre estimate us always lower than they would charge on arrival.
