A Long Shot, But What's This?

My dog found this on a walk and, because he's weird, it's one of his favourite toys. It's getting a bit worn now and, due to being a soppy git, I'd like to buy him a new one. But WTF is it?
It's spherical, about 8cm across, and has a collar as if it was attached to something else. It's a couple of mm thick, and apart than the face, has no other features.
Surely somebody knows what it is?
