Would you have complained as much if you arrived there without any 20p pieces on your person? This was the previous solution at the toilets in the park - no change given.
The Royal Parks website has a whole host of visitor information that would have told you the toilets were contactless payment entry only (just like they used to tell you you'd need a 20p piece) - if only you'd checked.

Missus was moaning about some guy in the village post office who tried to pay for a parcel with his watch. Local chippy used to take cards (via a laptop) but gave up and is now cash only. Barbers next door to him won’t even consider a card machine - too risky! Yeah, right.
Also I have been caught out a few times at establishments where I usually pay by card but internet connection has gone down so it’s cash only. This, annoyingly, without any warning and then they look at you as if it’s your fault.

Regardless of method of payment, having to pay to use a public convenience is a recipe for encouraging an unhygienic state of affairs that is a risk to public health.
People without the correct change or card are unable to gain access, so will have to urinate or defacate elsewhere, in a place unconnected to a mains sewer , which is not at all in the public interest.
Local councils raise money via council tax and business rates, so let's keep things sanitary and free from human waste, by having free-to-use public loos.
It's already bad enough stepping in dogs
t, so please let's not add human faeces to the soles of our shoes.
