Lifted some carpet up in the room we are renovating and found this

I don't know what it is?

Some sort of button cover? Brooch? Curtain thing?

Any Ideas? (20p for scale, which I also found under the carpet! Score! )

I don't think it's worth anything, just curious to what it is?!
