Identify this object found in river

Initially thought it was an old oil filter. Not sure now.
It's not ferrous metal. Feels kind like bakalite. But quite heavy.
Tubes go right through but rim at end suggest holding smaller tube.
Notch is fat end so it either turns or mustn't turn.
Only ident is '2 p' on thinner end.
I do know that the other side of river was used for training recruits during war. Military?
Any ideas?
