Clockwise, right-handed.
Though Mrs C was watching one of those recent TV shows about very posh hotels, and a slightly effete "etiquette expert" insisted that instead of a circular motion the teaspoon should be moved backwards and forwards in a straight line from one side of the cup to the other.

For advanced spooning, a figure of eight can sometimes be incorporated, provided the limits of viscosity are not overstretched, say every fourth or fifth revolution, and as long as social distancing limits are strictly enforced:

I’ve recently gone milkless, but;
Stir the tea vigorously clockwise to cause a vortex.
Gently pour milk into centre.
Let it settle & then one final stir.
( invest in a bag squeezer to...)
If making a pot: Stir the bags after you’ve added the hot ( not boiling) water & a quick shake before pouring.
Leave the bags in the pot for the day... the final brews are nice & strong then.
Wonder if left handers & those in the Southern Hemisphere stir
