"to which" WTF?

I've seen this a few times recently and I'm wondering how it's come about...

"came to the attention of police due to [stuff] to which he was arrested"

It might be criticism of police speak, usually rolled out by a senior copper reading a prepared statement regarding a suspected miscreant being nicked - the language used is often rather Edwardian.
