Not really no, it's like turning a light on or off

The seat should always be down (except for cleaning) better for urinary tract in both men and women, lid/cover should be deployed before flushing. This has the benefit that both parties are happy. Furthermore, paper should never be used, it ust redistributes。

If the seat is left up, it helps over spray run off, and therefore dry quicker

Yup, the mid 1970s was when people stopped tolerating stting in the street or tipping buckets out the window

The Japanese have probably invented one where the seat raises as you unzip (I know) and lowers once you finished.(again I know)
