The rules of this particular ballot are that for the proposal to go through it needs both a 2/3 majority and a minimum 40% turnout. If you oppose it, do you vote against or abstain?

Depends on what you expect the turnout and margin to be and which condition is most likely to make the proposition fail.

If you have a legitimate reason to say NO then vote NO
If you just dont like it abstain.

Statistically - vote against is most likely to get the result you want.
