eBay fees - buyer wants to cancel

Don't use ebay much do not an expert.
Had a listing and sold through Buy it Now - buyer paid straight away and was due to collect tomorrow.
Amy account shows I've been credited about 87% of the sale value so I guess that's the fees.
Now they say they don't want it... annoying but no problem.
But.. if I got in to the item, click cancel, select reason as Buyer asked to cancel and yes I want to relist, it says I'll be refunding them the full value yet I only only received 87% of that value.
So the sale has fallen through due to some utter halfwit buyer that can't read a listing properly, yet I've got the pay the fees? Is that right??

The 12.8% final value fee will be refunded by eBay but the 0.30 fixed fee will not. In material terms it is not worth bothering about but it is galling that because a buyer changed their mind, or in my recent cases, didn’t read that the item was collection only and they lived at the other end of the country, that the seller loses out.

Ha, crazy! At the risk of derailing this thread, I had something similar last week. Buyer purchased a sticker, where you pick the size you want, I make to order. Buyer receives sticker, in the size they ordered, then messages, "It's tiny", I suggest they send it back for a refund but they have already stuck it up?!? They then leave negative saying, "It's too small", then 24 hours later messages again, "Hello how can I buy this, it won't let me", wanting to buy the exact same thing again!!? I'd blocked them from buying anything else though. Numpty turns up and then moans it’s not big enough for 4 adult bikes and starts getting upset that I had wasted their time. Also unhappy that I had not mentioned the lack of spare wheel.

I never gave much thought as to how stupid the average person was until I tried selling things through eBay and Facebook. I Was also meant to say metric and imperial measurements. I don’t think I could work in retail or similar
