Can enough marketing or advertising fix anything

Having just watched an Old Spice advert (universally regarded as cheap rubbish from the 80s) I'm wondering if enough advertising can be thrown at even the most toxic brands and they will become trendy again?
If the product has not changed but the marketing has now got trendy is that enough to turn around a brand without even improving the product?
A risky business prospect or are the general public that gullable?

Ticketing system at our work
“My xyz has caught on fire and is now dust”
Wait six weeks
“Your call was closed 5.5 weeks ago”
Then we get to look at a graph showing 99% of calls raised are resolved within half a week, except they are not
You then have to email various chums in high up places to get the xyz you actually need

I think the answer is a most definite yes!
One simple example for me.
I'm running two browsers.
The old default one "Google Chrome" I have been using for over a decade. I have it locked down tight as a drum.
The new one is Microsoft Edge where the default new tab is a Microsoft Bing page just full of "Marketing News"!
The big one for me is that every time I start edge there is ALWAYS news about Manchester United.
Not having a dig about the club but they are currently not as great as they were so how come they totally dominate the space. I can only think its down to marketing. Create all this white noise. Maybe "Old Spice" needs to do the same!
