Where have all the 100% cotton trousers / chinos gone?

I've got a few pairs of chinos in this material (Dockers) and after a while they go baggy at the knees.

Any 100% cotton suggestions please?

The elastane isn't part of the main cloth, the trousers will be 100% cotton. The elastane will be in the waist band, tabs, or something similar.

The material is stretchy all over not just waistband.

On the pairs I've looked at the fabric will stretch at a least 1/2 inch if you tug it at a the knee.

Cotton fabrics can stretch depends on how they are made. You are wanting a non stretch cotton, the 3% elastane on the label isn't what is making the cloth stretchy. As for non stretch trousers, I think they are becoming less common as the tighter modern styles require a stretch. Probably worth trying some of the more classic brands in gentleman's outfitters. Dockers are too cheap/trendy these days.
