I was trying to use the magic of image search but have failed in my quest, i.e. to find the same style of painting and then compare the signature. And the signature itself could be anything (not that mine is any better !).

Yes I tried the same - I'm sure it's not worth anything but be nice to know before I bin it.

First, don't bin it, it's quite nice. Take it to charity or pop it in a local sale.

Second, you already know how the Artist writes:

P O R T B E and N

So it's looking like

_ _arne

Maybe D Jarne, D Larne etc.

Search an art database.

Lucien Delarue, or a facsimile

The style is not too dissimilar to Lucien Delarue, but the signature isn't exactly the same - the 'D' is not quite the same. The subject matter would be right for him too.
