Bonfires - should they be banned/heavily restricted?

Some chap across the road has decided in his infinite wisdom that this totally still Saturday afternoon is a good time for him to start burning what is either damp leaves or green garden waste. Smoke billowing across the surrounding gardens many who have full lines of washing.
Now I like a good bonfire once in a blue moon but I will always wait till dusk,decent breeze and dry material only and only in a large garden. Sadly this isn't the norm and I've lost count of the amount of sunny Saturdays that you see smoke billowing out of someone's garden.

I had the same issue with a neighbour.Now I like a good bonfire once in a blue moon but I will always wait till dusk,decent breeze and dry material only and only in a large garden. A bonfire once or twice a year because he was too tight-fisted to pay the Council for a garden waste bin. As a result we'd get thick choking smoke billowing across our rear garden, kitchen and patio covered in ash, the smoke would even go into the bedroom windows if they were open, as they often are in summer. Fortunately somebody reported him and the Fire Brigade turned up. He's not had a bonfire since.

I’m guilty myself of having them, however I do consider myself very considerate to my neighbours. I’d never ever light one through the day, only after dark. And I only really do it as my green bin collection can’t quite keep up with my needs.
My house backs onto open fields and only if the wind is blowing in that direction will I light.
I only do it a couple of times a year, and I’m afraid to admit I rather enjoy it..
Mind, I’ve had a few close shaves with my choice of accelerant to get them going - and they probably didn’t even need it.
I only ever burn very dried out hedge / shrub clippings.
Old VHS cassettes- that’s council all day long.

I've just renewed mine @ £60. When I have help clearing mine early in the year, he can only come once a fortnight as the bin will be filled each time (not grass). I have a pile to cut up still. I think so despite the fact that I used to love a good one.
The last time I had one I was goaded on by my 80yr old hilarious neighbour maybe 20yrs ago and we had so many angry other neighbours that I decided to stop. I lived in a village at the time but had a lot of close houses around me.
It was quite bad but I had my S10 respirator on unlike the neighbours.
