Citroën air bag farce

My neice has a C3 that I helped her to buy . A few days ago she got a recall notice about replacing the airbag. Two days later she gets another notification to not drive the car . Contact the dealer and they say don't drive it and they will arrange for it to be collected when they have the parts and space to repair it ,up to 3 weeks.
Now they are back tracking and saying it's up to her to get it to the dealer at her expense as they are still advising not to drive it as it's illegal and not covered by her insurance blah blah blah . This is all from the local dealership .. what's the best advice?
I have told her to contact Citroën customer care, and the Recall Helpline. The local Citroën dealer seem totally unhelpful and sound like the old fashioned chauvinist attitude dealing with a female.

As it says in the link they could choose to do it at the customer's location if they wanted to, airbag replacement doesn't really require a workshop does it? Setting up mobile replacement would work out easier where possible than shifting the cars around.
Suspect a lot of the dealerships (and Citroën) haven't fully worked out what's going on yet or how to handle it. Not often you'd have to deal with a stop-drive type recall.

k. The key thing for her to be aware of is that Citroen have stated that driving the vehicle after the recall message 'may' invalidate insurance. IANAL but that would be a bigger concern than the airbag issue given the recall is due to a single incident in France.
