This has got some coverage (mainly on social media) for that exact reason - is it allowed?
Maybe the council is having a rethink, which could be why the link to the survey that applicants have to fill out is currently dead?

The first thing on the list is people living in deprived areas and the list “includes, but is not limited to” so basically it includes everyone, unless you want it to specifically it excludes those people who don’t fit your world view?

It's clearly aimed at the other lines otherwise they wouldn't be there. I think the first line was put in to get it past whoever signed it off.

This discussion is, if we’re being honest, a classic example of it. We don’t know how much was set aside for this, it’s finished anyway so is historic and we’ve already had some outraged
