I suspect they're not that dumb at all. The overheads of these scams are practically nil so everyone they successfully relieve of money provides them with 100% profit. Sure, almost nobody falls for them but when they're spamming thousands and thousands of addresses, even a fractional success rate makes it worthwhile from their point of view.
