Define "luck"?
Are you inferring luck is some sort of unquantifible magic phenomenon that results in good/bad things happening to you?
Or are you suggesting it's when random probability tends to favour good or bad things happening over a time period?
Sorry but I worked in a bookies for a long time and it's amazing how many people believe it's the former!

The answer to that question is neoither yes or no--i believe it solely depends on the individuals perception and emotion at any given time--those who perceive to be lucky usually are simply because they are more open to take small daily "gifts" as a stroke of luck whereas though with a negative demeanor who states "nothing works out for me" tends to create that trend by being more open to construe as such
