Unless the sender provides satisfactory evidence of delivery, normally yes.

What if there are no funds in the sellers account or it is fraudulent?Is is paypals responsibility or the vendors?

Paypal are notorious for supporting the buyer. If you have a complaint, report it, and they will resolve it. More often than not (I gather), you will be refunded. Where they take the money from, who cares?

Cheers for that.I have to buy something and pay by pay pal and never done so before.Its not a small amount,not huge either, so just a bit cautious.
