Apparently its because of all these other usefull(less) catergories that was the P&P, people still use the lounge to post st, the mods then move things to other categories, with very little consistency in what they are doing, sometimes stuff gets moved, sometimes it doesnt, depends on wether the mods are really working this new system properly, seems to be when they feel like it, they move it
