It's logical as their sense of smell is superb, but whether or not it would lead the dog back home is debateable.
The bigger issue is people pouring their piss all over the street...

if i was out with my lasat dog and got caught short and had to piss out in the bush, Ray Mears style, he used to come over, sniff it then piss on the exact spot himself, must have just been a marking thing. "this is mine - keep off"

I'm surprised they're allowed to do that, it's pretty damned nasty pouring piss everywhere, regardless of the reason.
