That's Milton Keynes Village. A lot older than the 'new city' and still there today, albeit heavily developed around.They didn't start from scratch with MK and just build a new town - it was more connecting of existing villages, small developments and small towns with housing estates and industrial complexes to form a much bigger town.

ETA Ironic that when beeching was "doing his stuff" Motorways were heralded as "the future" of transport!
