Who said this, and when?

Who said:
You know what they say about the average Common Market official. He has the organising ability of the Italians, the flexibility of the Germans, and the modesty of the French. And that's topped up by the imagination of the Belgians, the generosity of the Dutch and the intelligence of the Irish.
As a clue, it's debatable as to whether the mods will move this to "TV and Films" or "News, Politics & Economics"

I have the first 2 series as radio programs / soundtrack only on MP3, have been listening in the car. It's a testament to the quality of writing / acting that even without pictures, it works well.

I have to say, as I get older, Bernard Woolley is becoming my favourite character. I think I saw him as filler between Jim and Sir Humphrey when first watching, with a few more years I see him as the Patron Saint of Pedants.

I got the recordings from someone else, they were broadcast on Radio 4 a while ago and recorded then.
