NHS hospital giving details to claim companies

My mum had a slight trip at a pub and did something to a ligament. Nothing serious, but it swelled up so she hobbled off to the Minor Injuries Unit of our local hospital.
Today she gets a text from a company referring to her "recent accident" and that she could get compensation blah blah.
She gave her mobile number to the hospital. Surely the only explanation is that they have immediately sold her details to a No Win No Fee setup. Is this normal practice for NHS hospitals? If so,

Come on - do the right thing. We had similar with our local council, planning permission submitted by us for some house/building work, and before we know it, many calls/offers/letters/flyers from local builders offering their services.

Most authorities have a facility where you can view planning applications online so maybe it's the builders just being resourceful rather than the council purposefully letting them know?
