On the one hand, you are correct to be disgusted and it should have been proof read.
On the other, it attracted your attention and no doubt will be seen by hundreds of PH members. Their internet search engine rankings may even be improved as a result.

I don't think it matters when the lettering is part of an ad or sign.
Some companies prefer to capitalise NONE of the lettering ion their publicity material.
All they are doing is trying to write something that catches your attention.
Obviously, when writing an article or a letter, then proper rules regarding when and when not to use capitals should be adhered to.

I think they are trying to emphasise the words in an advert.......er I mean no! It's an outrage.....I won't sleep tonight......what is the world coming to...I'm so angry....aaaagggghhhhhh!!!!!!!!

It might be a strapline but it looks completely wrong. Surely straplines should still obey the laws of the language. Could be worse, could be text talk.
Edited to add: I will sleep tonight also, There are far bigger fish to fry. My main question is that surely there is some sort of editing process that adverts should go through to stop it happening.

To be honest, it's not that bad. At least they’ve got the comma in the right place and have spelt ‘your’ correct.
Some publishers with capitalise every word in a title or heading except for prepositions and conjunctions, especially if they are using a saying that is also an acronym. Even if you look on Microsoft Word there is an option to do this, it’s called Title Case.

Haha i thought someone would comment... It's an Americanism that is acceptable in English. But I do side with the Yanks on the use of Zs. 

As for capitaliZing (
) every letter in that ad, it would actually steer me from whatever product they were trying to peddle. Situations where you should capitalize every letter are book titles, email subjects, and from what I can remembber from school, some newspaper headlines. And then there's people using the word "refute" instead of "deny". Grrrph.
