My Daughter is dozy sometimes.

They won't forget this lesson in a hurry then. I'm serious, it won't hurt anything like it should if you bale them out.
You could say to her that you will send her £10 a day, or whatever basic food costs where she is, if it isn't already supplied by the hotel? That way, she gets to stay on holiday, and gets a week or so to reflect on her stupidity. If it makes you the big bad ogre, so be it, she is going to have to learn this lesson one way or another.
Edit to add, after seeing your post:
Get her to borrow some cash from her mate with the card. Her sensible friend will be more appraised of the situation, and better placed to judge whether or not it is right or wrong to do so.

Hard to believe that someone 18 plus would be this daft, but that said, schools don't bother teaching common sense anymore.
Perhaps she could sue the hotel? They get taught that.
