Punishment for staff member - suggestions please

Our (female) cleaner just caught one of my junior staff cracking one off in the disabled toilet with his iphone propped on the cistern showing some pretty hardcore prawnogrpahy.

Aside from advising him to lock the door next time, what punishment is approriate?

Reprimand him VERY loudly about it so the rest of the office can have a laugh.

Get him to put a slippery floor sign outside the cubicle when he's finished.

Ummmm, send him an email explaining what you have been told by the cleaner, BCC in the rest of the company, call a meeting with everyone about missuse of the disabaled toilets and mobile phones saying "not mentioning any names". Public humiliation should work.

If a company wide email is too much, how about a department or division wide email recommending employees to not resort to sexual activity in the disabled toilets as they are there for a reason - not for spanking the monkey. This should trigger plenty of discussion and said employee will find that their escapade will be company wide knowledge in hours. They will end up with months and months of abuse as a result.
