Tides and where the water goes

Afternoon all, my work mate and i were dicussing about where water goes when the tide at the coast is out, say for instance if you were on the west coast of ireland and the tide was out, would that mean that on the east coast of america the tide would be in? Or is it possibe that the tide could be out at both side and in which case where has the water gone?
Please help this is doing my nut in!

I believe they have very High tides in Newfoundland at the same time we have very low tides over here. Please help this is doing my nut in!
