Photoshop Help Please

Guys, long story but I had to capture an image today and its come out blurry, and I need to be able to read the information on it.

Any ideas? I've tried hard pass and sharpen already.

I can't. It was taken to do with a certain job that I work on and its not possible to re-create the situation. (I'm awaiting the PH jokes now..)
