Strange behaviour

I was waiting in my car today outside Carphone Warehouse in Charlton and noticed some strange behaviour from a Chinese man.
He was carrying a blue plastic bag with what looked like about 8 500ml cans in it, he was wandering around the car park for a while randomly and then headed over to the Bins by Carphone.
He disappeared behind the bins and I heard rustling from his plastic bag and he came out without the bag.
about 15 minutes later I noticed he was standing in the middle of the car park behind a van and kept looking over my way, he did this for about 10 minutes and then he came back over to the bins and retrieved his plastic bag still full of what looked like cans of lager from the shape, he then wandered off.
Also months ago I visited a toy shop on the same retail park and as I pulled up I noticed a Chinese girl of about 25 standing around outside the shop, I noticed her because she made eye contact with me as if I should know her but then looked away when I looked puzzled.
The strange thing was that when I took a faulty toy back to the store about 6 hours later that day she was still stood in the exact same place.
Is it just me or this odd behaviour? What are they up to?

I think they were illegally disposing unwanted takeaways.
Under the 2008 Chinese Takeaway Act it is now illegal to dump prawn crackers, sweet and sour pork balls or any variety of fried rice at landfill without the required permit.
Now there is a large problem with Chinese takeaways dumping uncollected food in other people's wheely bins. It is so much of a problem there is now the 2009 Unwarranted Chinese Food In Your Wheely Bin Act, which means you are liable of a fine up to £5000 if you are caught with Cantonese food in your bin, even if someone slightly shifty looking with an old Toyota Corolla put it there when you weren't in.
You have been warned.
