Is this how eBay / PayPal works now?

I have just sold a laptop on eBay for £400.

The buyer paid straight away. I then got an e-mail from paypal stating the following:

You've received a payment from xxxx xxxxxx

The money from your payments will be held temporarily for up to 21 days. After this time you'll be able to access the full amount and withdraw your money.

When will we release the payment?
You'll be able to access your money after 21 days, providing your buyer hasn't reported any problems. You may be able to access your money sooner if we can confirm that the item was delivered or, if this is an eBay item, your buyer leaves you positive feedback.[/b]

It sounded like scams ville to me, but I checked my paypal account and it seems to be true. So I have to ship the item and only if the buyer leaves positive feedback and doesn't complain about anything, only then I get my money?

I always describe my products 100% correctly and have nothing to worry about in terms of any comebacks as it's as described, but if the buyer decides to he could start a despute and i'd never got my money and I would have sent him the laptop?!

Is there something i'm missing here as it sounds as though as a seller I am taking a huge risk that the buyer is a decent person. + I have to wait 2 days?!

Anyone got any experience of this? Sounds like the worst idea possible to me

thing is if you got a lazy buyer you have to wait nearly a month for your money.

Why oh why oh why.

So the buyer has sent the funds, but I cant access them for 21 days. - so Paypal are earning interest on this amount as well presumably.

It cost £16 to recieve the £400 and £12 in final value selling fees in eBay + £2 to list it.

so to recieve £400 it's cost me £30 in fees. + I won't see the money for a month.

I am never selling anything on eBay ever ever again from now. What a joke.

Refund them. Take the neg on the chin. Better that than risk £400 out of pocket.... eBays OK for cheap stuff. Start getting into the £ hudreds and it starts to get risky. Especially with stuff like laptops.

I recently sold a home cinema for over £800 and I didn't have this nonsense although paypal and ebay did shaft me with fees.

I reeeeaallly dont want negative feedack as I only have about a score of (80) 100% so it would ruin my percentage.

I really am not happy posting a £400 laptop knowing I havnt got the money and it could be a month away. what if the buyer knows the score, and leaves neg feedback for no reason? then he has the laptop and I am screwed. I assumed I woul dhave the money as I want it to buy a macbook pro this week, but not now grrr

Has anyone reported Ebay/PP to trading standards/the monopolies commission yet? Surely these days they're abusing their position as #1 online auction site to introduce anti-competitive practices by demanding the use of PP.

THink that might be something to do with your account type, no? It's been a while since I've bothered to read anything PP sent me, but I'm sure I remember there being a limit you could "earn" through a standard non-trader paypal account before you started running into all kinds of hassle.

I'm afraid thats the risk VXR ...... All you can do is cover yourself if you want to go ahead. Send it Special Delivery.

Make sure you take good pictures of the PC before you send it. Take pics of serial numbers, how much memory it has, disk size etc. Take pics of it working with a newspaper so the date can be confirmed. Take pics of any marks it may have.

Take good pictures of the packaging.

If the buyer has good feedback you will probably be OK.....

yes its not that seller thats making your funds being held.

have you changed your car or something in paypal as its your account thats holding them are you using a different ebay id thats not usually selling value items.

Ebay / Paypal have had it too good for too long but where else is there with the viewing audience they have

as above keep details of serial numbers as ive known other same goods being returned cheeky main thing is recorded and tracked that way you wont get the usual hasnt arrived.

I am positive this has nothing to do with me reaching any kind of receiving limit as I have my credit / debit card linked and am fully verified.

Does this not amount to a change in their policies that as yet I have not agreed to abide by. Shouldn't they have made me read and tick an 'accept' box say in the process when listing my item? If I don't agree with this new process it's tough luck which seems wrong. Oh well. Last time I ever use Paypal / eBay to sell anything.

its deff something with your account not the sellers, have you got a bank card and credit card listed, something must have changed or expired like a date on a card etc

I'd rather have a negative feedback rating from a scammer than lose £400.

The truth will out. If "he's" a scammer and you are not, people will see that through your respective feedbacks.

FFR, always insist on CoC for expensive/"scammable" items. I do.

If you have had your account for less than 6 months and have less than 100 feedback then this is what they do now. If you reach 100 feedback or have the account for more than 6 months then the money comes through as it should. It is annoying but get yourself some more feedback in, or just wait if you want to carry on using ebay. You could get in touch with the buyer and tell them the situation. Tell them if they give you positive feedback now, which releases the funds then you're happy to send the item, otherwise they're going to have to wait til it's cleared.

Unfortunately you are then expecting the buyer to give you positive feedback (which cannot be retracted) before seeing the goods. Would you do that for someone you'd never met? I wouldn't!

I experienced the same when selling a mobile phone. Couldn't get the funds as the buyer refused to leave feedback for 2 weeks after receiving the phone. In the meantime I was wondering if I had been scammed but couldn't lodge a paypal complaint because of the 21 day obstacle.

Eventually he left good feedback and the funds were released to me, I left "slow payer" feedback.

After selling the phone for £70 and ebay/paypal deducting their fees I found it wasn't worth selling anything on there anymore.

Can't be asked with this hassle.

Or, you did ship correctly but the buyer says it was damaged. So they ship back an empty package and Paypal refunds them without question.

I suspect this is about to happen to me...The utter bstds!

Need to make sure package is checked before signing off I suppose.

It's the time that does my head in. I'm currently wrangling over £112 for a mobile phone. Seller claims is defective as the keyboard is set to QWERTZ (should be QWERTY). All it needs is a firmware update.

I've had to wait 2 weeks so far and not due to be resolved for another 4!

I signed up to Ebid last night, will have to see how that goes.
