I'm guessing someone played a (nasty) practical joke on that fella, or he forgot to tighten up the stem etc. That must be his own front wheel with fork attached? Is he still holding the handle-bars?

Looks like the top & down tubes have seperated from the head tube.

Used to happen quite regularly on aluminium frames back in the early 90s when welding techniques were not the best.
