Who does this apply to?
I bought from a website but paid via Paypal, I know it's wrong of me but have since decided that I don't need what I ordered as the problem is larger than I first thought, i.e. it's a motherboard problem not just a switch.
I told him within 20 mins of ordering that it was goosed and he has been a bit awkward with me to the extent of telling me he has already sent the stuff (within 2 hours of me ordering yesterday).
I said no problem at all as I will send them back and asked him to supply me with a tracking number. I truly don't believe he had sent them.
No reply.
He seems to be dodging the issues.
It's about £200 worth of electrical parts, so obviously keen not to have wasted my money and if I can quote any DSRs etc it would help.

Was the item new or used? Was the item bought from "some random bloke" or is it a shop.
If I understand correctly... you ordered it and since then realised you didnt need it..
If you bought it from a shop then you may be able to return it, but they are not obliged to refund you the cash...
If he is being shady... give him a week or so and then file a "non delivery" paypal dispute...they usually find in the buyers favour anyway!

We run an online business and although I don't work on the legalities myself I believe trading laws state we have to accept refunds for any reason up to 7 days after purchase. We do however have the option to charge a re-stocking fee if the item is returned for any other reason that faults/damages.
If you buy something from a distance seller (either on the internet or over the phone) you have the right to cancel the order for 7 days starting the day after you receive the goods - note that is to cancel the order, not return the goods. You then need to return them in a 'reasonable time'.
The seller can't charge a restocking fee, but you will probably have to pay the postage to return it.
Some items are exempt from this though, for example perishable goods, anything that has been custom made, DVDs or software that has been opened.
