Welsh people who don't speak English?

I was watching the news and there was a piece on how some farmers were washing away milk because they had no storage and tanker couldn't get to them to collect etc.
They had a brief interview with a Welsh farmer, and you could hear him speaking in Welsh with a translation dubbed over the piece.
He looked about 40 years old, and I guess it could have been a clip done for a Welsh language channel, or maybe he just didn't feel like speaking English, but I'd assumed that all "indigenous" (if that's the word) Welsh people would speak English as well as Welsh?

A lot of welsh schools are taught exclusively in welsh. A while back when I was working part time as a lifeguard and had to fill in an accident form for some local kid he couldn't tell me where he lived as he couldn't say it in english so he had to write the form out himself.And with regards to that news piece, it was local to me and it may have been broadcast on s4c iirc.
There are many people up in North Wales for whom English is very much a second language. Even my mother didn't speak English until she was 8. (You couldn't tell she was Welsh now though.) I know plenty of people who speak Welsh all the time and then struggle for a bit when they have to speak English.
They're all farmers strangley enough. Maybe it's because Welsh sheep don't understand English chat-up lines?

t they call a language (I am Welsh btw) its to hide their funny accents, seriously have you ever heard a person from north Wales speak in English, its hilarious, its a proper Welsh accent with a Liverpudlian twang, it's funny enough trying to listen to a scouse f

But there are virtually no Welsh people who simply cannot speak English.
I'm Welsh and from one of the more remote bits of North Wales. Everyone I knew as a boy could speak English apart from a very few of the oldest generation that will all have died off by now.
I'll admit the North Welsh accent when speaking English is a bit different. It only comes back when I visit and otherwise you simply wouldn't know I wasn't fram darn sarf.
As with all accents if it's mild it's quite attractive and if it's strong it isn't.
