I can't make any sense of Paypal

I bought a couple of things from eBay, I vowed never again the last time and now I understand why! Why can't it ever be simple.
They are coming from Hong Kong, to the value of £40 give or take.
They haven't arrived even though I am assured by the sender that they should have been delivered.
Status
The seller has responded to our request for tracking information. We haven't confirmed the tracking information yet but wanted to share it with you.

Right, I don't have a clue what the damn shipping company is, so there is no way I can check.
It has been a fair while and I have opened up a claim.
My problem is that the seller is telling me that the above shows the goods as delivered, yet I don't have them.
I'm not panicking too much as having sought other help on it, I am told that as the seller has sent them to my address which is at the moment unverified as it is a new account and also because it is coming from Hong Kong that they are not eligible for the seller protection and therefore Paypal should find in my favour.
Now this is all well and good. However, I would like to know where the goods are as I would hate to think that a neighbour has signed for them and then Paypal finding in my favour would be totally unjust. I have asked the nearest couple of neighbours and no luck.
I don't know whether there is much point to this post but I feel the need to have a good long moan!!
Can anyone make any sense of the above tracking info?
Does anyone have experience of sending to an unverified address etc?

Last night won something over £200, went to pay and PayPal said "sorry that will take you over the $3100 limit" Out of depseration, we used my dads account. So as not to bugger the seller about. But when I went to my PP, it says Ive spent maybe £3-400 over the last year. So I checke my limits and as a Verified user I don't have any. Add to that they Direct debit they tried to keep me on, then complained when I cancelled it. I wish there was a sensible alternative!
