More info here. He also advises the £56 million winners to leave the country.

"Mr Carroll, who was aged 19 when he won the lottery in 2002, has not lived in the mansion for some time and left it derelict, only for squatters to move in.
He bought the property in 2002 for £325,000 but is asking £250,000 for it now.
He has spent around £360,000 on improvements, including an extension with a swimming pool, meaning he stands to make a loss of £435,000.

It's an interesting, if extreme, repudiation of the fundamental priciples of our current Government that all social issues are due to the way that wealth is distributed. And can therefore be cured by showering these folk with other peoples money.
This chav/moron received the ultimate benefit cheque. But he remained a chav/moron, and carried on behaving as such.

Yes he's an idiot for blowing all that money, but what else would you expect from a 19-year old lad who was working as a binman at the time? He was never going to be prudent and get an ISA was he?! Doesn't sound like he had a good bunch of friends round him either.
IIRC when you win the lottery you aren't simply handed a cheque and abandoned. There's a whole process they go through in terms of financial planning and getting used to the money. I don't think he'd have behaved any less moronically if he'd been 30 or 40 really.
