Underwater city... possible?

For those of you unfamiliar with the Bioshock and Bioshock 2 games (Mods, please don't move this to gaming, its not about the game specifically...), they are based in a huge underwater city where the elite members of society and scientists go, and are able to conduct genetic experiements free of the laws of the surface. Then it all goes wrong - but that is irrelavent to my question.
While playing this, I was wondering...
Assuming money and resources were limitless, would it be possible, with our current level of technology, to build a huge city completely underwater?

There is a resort in Fiji with underwater suites, here, IIRC it is around $15,000 per person for a week at the resort including 2 nights in an underwater suite, and the remaining time in an overwater bungalow. You also have your own personal mini-sub for the duration of the stay. 
The 'pods' can be detached and surfaced for maintenance or replacement quite easily.
