Graph scale change

I have a graph. The y-axis goes from 0 - 7, currently in increments of 1 unit.
I want to have a scale change on the y-axis, so it would read (downwards) as follows:
7 -
6 -
5 -
4 -
3 -
2 -
1 -
0.9 -
0.8 -
0.7 -
0.6 -
0.5 -
0.4 -
0.3 -
0.2 -
0.1 -
0 -
...with each of the 0.1 units being shown with the same distance between them as between 1&2, 2&3 and so on.
Is this an accepted way of doing things? Do I need to put a zig-zag line on the axis between 1 and 0.9?
