Possible 'tard in the office?

There is a bloke in my (large) office who I suspect is a PHer as he keeps looking at me funnily and looking as if he want to say something to me in Welsh.

I can't think why he doesn't just say something as my PH lanyard makes it quite clear I am on here - unless he may be embarassed about something?

He looks a bit like Carlton from fresh Prince of Bel Air with a beard.
