Sudden petty racism

Where has all this petty and unfounded racism come from. Obviously it was 'inspired' by the world cup and only England qualifying from the UK, but who or what is driving it? The BNP?

I know the average Sun or Mirror reader doesn't rate that high on the IQ scale, but they aren't all inherrently racist are they?
