I am very keen to find out what this piece of kit is i have come across. I have been told it is a Ram of some sort but have no idea what its proper name is or what is used for. Any Ideas?

It's an old blister ram from a type 42 frigate, haven't seen one of those for a long time. There is also a cicular piece of metal missing with slits of rubber embedded in it.
