Explain these people, what they do, and why they do it

Where we live, West End of Newcastle, reasonably comfortable private middle-class 3/4 bed semis and detached houses. Recently we have a large influx of foreigners renting accomodation. No worries there, I'm not in the slightest racist, kids can all mix quite happily, all is good...
...However there is a sub-set of these people who all act the same, and act very odd, with the following behaviour
1. Windows always masked up with closed curtains/sheets/newspapers.
2. Very little activity seen during the day.
3. Lots of activity seen at night, people moving in, people moving out.
4. Never answering the door to anyone, postmen, couriers, surveys, meter readers etc.
5. They appear to rotate families/houses in the middle of the night, the same family suddenly appear in a different rented house around the corner.
This isn't just one house/family, I could easily pick 20/30/40 in the area which all display the exact same behaviour. Can any kind PH'er please explain what the score is here.
The usual PH responses to be anticipated, but if anyone could give me a serious explanation, this would be good.

People trafficking (short term stays while they find their relatives).
Shared houses for those working shifts, there were a large group of eastern immigrants all working different shifts in a factory down here. They had 4 houses, each house had the kitchen for eating and sitting in, every other room was for 2 or 3 of them to sleep in. The guys finished their shift and got to sleep and replaced someone else in bed. Meaning each bed could be used by 3 people.
Drug growing using hydroponics.
Very low budget knocking shops.
Secret international terrorist lair.
Batcave.
