I'm not going to ask you to post a photo as that will just get the paedo police jumping in their cars but seeing her in the flesh would be the easiest way of judging whether she's fat or not. So you need to look at others in her class... that said, since Britain is fast becoming a blob, that is probably not the best way, as "she's no more fat than her mates" is about as smart as saying "you're clever for a black guy"!
So be honest with yourself and consider whether she is fat or not - does she hang over her jeans or can you make out her rib cage? Can you feel her wrist bones when you hold her wrist? Does she have "cankles"? When you cuddle her do you feel bones or is it like hugging the Honey Monster?
If I had a daughter, anything further than a slight paunch will have me acting. (Skinny is just as bad as fat as she is growing.)
As someone who sounds educated, I have no doubt that you feed her the right stuff. The unfortunate thing is that she's eating too much healthy food (not that she should eat more unhealthy food). Fact is, you can eat s

i would ignore it, the only way i would say that she is overweight is if you can grab a load of fat when you pinch her.
and even then if she is doing exercise and rumba, she will loose fat anyway

It's a relatively simple equation - calories in less calories out. Any excess weight (if there is any) can be sorted out by either reducing calories or increasing exercise. Even if she isn't actually overweight, a bit more physical activity will usually be very useful.
However, equating exercise with time in the gym is not the right thing to do. You need to build activity into the daily routine. That's especially important as she doesn't sound to be too "sporty". It doesn't take much - I started walking around the industrial estate in my lunch hour at work instead of sitting at my desk, and lost a stone in a couple of months.

I personally would respond to the letter asking telling the school to quit interfering and get on with the task they are supposed to be doing.
What sort of effect will the hour of rowing have on your daughter? Well it's likely it'll increase her lean mass, but mass all the same. It'll also have a great impact on her health and if she enjoys it may be a sport for life. Or at least persuade her to do sport all her life.
What's the alternative? Send her to dance school to pick up an eating disorder?

Thought I'd update this, as today I've had a fantastically proud father moment.
My daughter, the very un-sporty one who was bordering on being overweight, started to compete in indoor rowing at junior school
She enjoyed it so much that 4 months ago she joined a 'proper' rowing club on a taster programme.
Enjoyed that so much that she signed up to the junior squad and has been training twice a week on the river whatever the weather.
Along with indoor ergo training and the odd running session and today, her quad team (she's #2 in the boat- one of the 'engines') won their first ever race.
Her physique is completely transforming into a nice toned body
Can't put into words how proud I am!
(Its a sport she can at least do sitting down
