Pain / cramp in shins when running after long break

Fractured my leg and damaged meniscus in my knee 2 years ago. Not done any running since then, just weights, cycling and walking.
Just started jogging again and in less than half a mile my shin muscles goes rock hard like a pump from weights. This stops me from being able to pull my toes up as my stride goes forward - meaning my foot hits the floor flat. This compounds it and within 50m I have to stop. Also get a sort of burning cramp pain in the arch of my foot.
Running on grass today pretty much stopped it but just the 200m on Tarmac back to my house brought it on again.
When stretching it off afterwards it made a load of cracking / twanging sensations - thought I had torn something but there's no pain.
Do I just need to slowly reintroduce running and keep to grass?
